To install the metaweblog plugin, you need to add by 'xmlrpc', 'xmlrpc_blogger' and 'xmlrpc_metaweblog' to the list of py['load_plugins']. You should put the files xmlrpc_blogger.py and xmlrpc_metaweblog.py into a plugin directory as specified by py['plugin_dirs'].

You also should set the configuration option py['xmlrpc_blogger_metaweblog'] = 'True'.
