    Repository data must be stored in normalized format.
    ICU handles dates but unwrapped for python.
        do UTF-16 support
    Localization - string keys and then look up.
        no support for this.
    Barry and Nick are the people who care
Chandler subprojects - pylucene, repository, openssl
    maybe it's time to do this.
